Dear Sir or Madam:
Greetings! We are a team of researchers from Boston University School
of Public Health. We are conducting a survey of individuals and
organizations that have used the Child Status Index (CSI) to assess the
needs of children. We have contacted you because of your work with
orphans and vulnerable children (OVC). Your input is crucial for us to
gather information about the types of organizations using the CSI, and
the methods and issues surrounding its use. We are therefore asking
that you participate in a preliminary survey to help us understand the
experiences of early CSI users.
Purpose: We are conducting a study to validate the Child Status Index,
developed by Measure Evaluation at the Carolina Population Center. The
CSI was developed as a tool to improve service delivery for children who
have been orphaned or made vulnerable by HIV/AIDS. This tool is being
used for monitoring the well-being of children as part of global
initiatives supported by PEPFAR. Orphan care organizations throughout
sub-Saharan Africa are using the index to assess the needs of orphaned
and other vulnerable children that they serve. The expected outcome of
this study is to provide USAID with information on the ability of the
CSI tool to meet its objectives of assessing the well-being of children.
We will also provide feedback to orphan care organizations on the
association between their assessment of children and other commonly
collected indicators that measure similar domains.
Instructions: Attached you will find a survey which may be filled out
and returned electronically. Please feel free to include any additional
comments you deem necessary or relevant to improving the program. In
addition, please disseminate the attached survey to any other staff
members within your organization who have also used the CSI. We would
appreciate it if we could have these surveys completed by August 10th,

Dear Mohamad Ibrahim,
I work with the Uganda Bureau of Statisitics (UBOS) and our role is to
collect data for stakeholders including those working with OVCs. We
basically conduct censuses and surveys but we have never used the CSI
tool at UBOS. I participated in the training, held in Kigali with
Measure Evaluation, in March this year. We have also just completed an
OVC Informative Assessment Survey (on behalf of Population council,
Nairobi) Do I still have to fill the CSI evaluation form?

Index (CSI). Please also note that we are moving forward with
institutionalizing the CSI tools in some of the counties within CARO, as
context allows.
Dear Ibrahim,
I am a technical advisor at regional level and to my knowledge none of CRS's
7 country programs in the Central Africa region (Nigeria, Cameroon, Chad,
CAR, DRC, Rwanda and Burundi) have launched the exercise yet. We have been
collaborating with national level partners in Nigeria and Rwanda to roll out
the tools in our OVC programming sites but I am not sure these have been
materialized yet. I have forwarded your message to my colleagues in each of
these countries just in case they have progressed somehow.

Dear Mohamad,
We are more than willing to participate in this survey. However, it is
important to note the fact that we are not necessarily using CSI. We
have adapted it to suit South African context. We now call it Child
Wellbeing Assessment. We have not done much in using it to assess
children. We have just completed the testing process and we are busy
refining it. Thereafter we will start with the rollout.
Since we have not done much in assessing children; we are not sure as to
whether we should participate in this survey or not. Please advise us on
this matter.

Dear Bram,
Good to read from you and the efforts towards the implementation of the CSI tool.
In Nigeria, the Federal structure (OVC Division, Child Development Department, Federal Ministry of Women Affairs and Social Development) mandated to coordinate the service provision for OVC is currently carrying out a process of providing direction for the use of the tool. Part of the efforts include:
1) Conducting a rapid assessment of those using the tool in the country and sharing their experiences
2) Incorporating the tool into the on-going development of national level tools and M&E plan for OVC response in Nigeria. The tool is going to be field tested and documented soon.
3) Collaborating with implementing partners like Catholic Relief Service (CRS/Nigeria) that are planning to carry out pilot use of the tool in terms of training and documentation of experience
4) The Ministry is collaborating with MEASURE Evaluation to carry out national level training of users in Nigeria.
In addition to all these, we have circulated the CSI Organizational Experience Survey Tool among Nigerian users, who will provide feedback on their experiences.
Please feel free to contact me for further information if needed. I will also provide more information as available concerning OVC response in Nigeria and the use of CSI.

Greetings! We are a team of researchers from Boston University School of Public Health. We are conducting a survey of individuals and organizations that have used the Child Status Index (CSI) to assess the needs of children. We have contacted you because of your work with orphans and vulnerable children (OVC). Your input is crucial for us to gather information about the types of organizations using the CSI, and the methods and issues surrounding its use. We are therefore asking that you participate in a preliminary survey to help us understand the experiences of early CSI users.
Purpose: We are conducting a study to validate the Child Status Index, developed by Measure Evaluation at the Carolina Population Center. The CSI was developed as a tool to improve service delivery for children who have been orphaned or made vulnerable by HIV/AIDS. This tool is being used for monitoring the well-being of children as part of global initiatives supported by PEPFAR. Orphan care organizations throughout sub-Saharan Africa are using the index to assess the needs of orphaned and other vulnerable children that they serve. The expected outcome of this study is to provide USAID with information on the ability of the CSI tool to meet its objectives of assessing the well-being of children. We will also provide feedback to orphan care organizations on the association between their assessment of children and other commonly collected indicators that measure similar domains.
Instructions: Attached you will find a survey which may be filled out and returned electronically. Please feel free to include any additional comments you deem necessary or relevant to improving the program. In addition, please disseminate the attached survey to any other staff members within your organization who have also used the CSI. We in Cote d'Ivoire are adapted the CSI by integrating it in the national OVC tools. It will be used for the pilot of our OVC standard in 4 regions. By now we are not able to share with you any comments regarding the feed-back from the field but just the impression on the CSI which is good in general. All of our biggest NGO and social workers in the country appreciated it and will be happy to use it. We are now planning training for the use of the CSI by starting the establishment of a CSI TOT pool which can train across the country the CSI users.
Please share with us any experience which can help us in this process.

Dear Mohamed,
The American Red Cross (ARC) is working in partnership with Kenya Red Cross
(KRCS) to implement a 3 year comprehensive HIV prevention, care and support
project. ARC is providing financial and technical support to the project,
while KRCS is implementing the project. OVC are included as a key target.
We are at a very early stage of using the CSI tool. In April/May this year
we conducted a baseline survey which would provide benchmarks, to enable an
evaluation of the programme outcomes (during specific stages of project
implementation and at the end of the project). We used the CSI as one of
the tools for the baseline to determine the well being and quality of life
of OVCs among the 8 domains. The report on the baseline is currently being
finalised.
I hope to send you the completed questionnaire in the course of today, as I
am currently awaiting input from the Kenya Red Cross.

There may have been OVC organizations that were not currently using the CSI when we first circulated the survey. If your organization has already submitted the CSI survey - we thank you for taking the time in completing this task. If not, please take a few minutes to complete the attached survey. If your organization is not currently using the CSI, we would still like to hear from you. Please provide us your name, contact information, the name of the organization you work for, and a quick explanation of why your organization is not currently using the CSI tool (example: unaware of the CSI tool, need assistance with CSI training, will use the CSI in the near future, insufficient resources, not interested in the CSI tool, etc.).
Your participation is important and will help us get a better sense of the different organizations using the CSI and the various comments implementers have. Greetings! We are a team of researchers from Boston University School of Public Health. We are conducting a survey of individuals and organizations that have used the Child Status Index (CSI) to assess the needs of children. We have contacted you because of your work with orphans and vulnerable children (OVC). Your input is crucial for us to gather information about the types of organizations using the CSI, and the methods and issues surrounding its use. We are therefore asking that you participate in a preliminary survey to help us understand the experiences of early CSI users.
Purpose: We are conducting a study to validate the Child Status Index, developed by Measure Evaluation at the Carolina Population Center. The CSI was developed as a tool to improve service delivery for children who have been orphaned or made vulnerable by HIV/AIDS. This tool is being used for monitoring the well-being of children as part of global initiatives supported by PEPFAR. Orphan care organizations throughout sub-Saharan Africa are using the index to assess the needs of orphaned and other vulnerable children that they serve. The expected outcome of this study is to provide USAID with information on the ability of the CSI tool to meet its objectives of assessing the well-being of children. We will also provide feedback to orphan care organizations on the association between their assessment of children and other commonly collected indicators that measure similar domains.
Instructions: Attached you will find a survey which may be filled out and returned electronically. Please feel free to include any additional comments you deem necessary or relevant to improving the program. In addition, please disseminate the attached survey to any other staff members within your organization who have also used the CSI. We would appreciate it if we could have these surveys completed by August 10th, 2009.
